The attitude control systems must perform to the diffraction limit of the telescope for stabilization and have positioning capability for source acquisition.     Austerity policies have affected local government for over a decade challenging their financial resilience to cope with further financial shocks. Using a financial resilience framework, this paper examines whether lower tier authorities behave in the same way as their higher tier counterparts when it comes to financial resilience to shocks. From a detailed field study of three lower tier (district) authorities in English local government, it is concluded that they do not have the capacity to ‘Bounce Forwards’. They can only ‘Bounce Back’ in the short term and even that is becoming increasingly difficult

    A method for automatic detection of tongued and slurred note transitions in clarinet playing

    This study offers a simple method to characterize two transition types in passages of music in order to automatically distinguish slurred transitions from tongued transitions in musical settings. Data were recorded from musicians playing a clarinet with a sensor-equipped mouthpiece measuring blowing pressure in the mouth and pressure in the mouthpiece. This method allows for comparing transitions in different musical contexts, playing regimes, and between players. The method is highly reliable in automatically detecting transition types in recorded clarinet playing in both simple and more complex passages

    Large-scale surveys of forest insects provide two distinct benefits: the detection of invasive and exotic species that cause millions of dollars of damage annually to forest and ornamental industries, and the addition of a wealth of species distribution and diversity information to the scientific community. We intensively surveyed the Northeast and East-central regions of Minnesota from 2006-2008 for invasive/exotic and native Scolytinae using Lindgren funnel traps baited with one of four lures (a/β-pinene, ultra-high-release ethanol [EtOH], EtOH+a-pinene, and Ips 3-part). We captured 16,841 scolytines (representing 25 genera) of which over 40% were Ips pini (Say) and Ips grandicollis (Eichhoff). We found two exotic Scolytinae, Scolytus multistriatus (Marsham) and Scolytus schevyrewi Semenov, both of which had previously been recorded in Minnesota. Two native species, Conophthorus coniperda (Schwarz) and Crypturgus pusillus (Gyllenhal), were reported for the first time in Minnesota. Non-metric multi- dimensional scaling and analysis of similarities indicate that lure types capture different Scolytinae communities, while year, weather pattern and region factors were not significant. We also report the seasonal phenology of the seven most abundantly captured species; Dendroctonus valens LeConte, Hylastes porculus Erichson, Hylurgops rugipennis pinifex (Fitch),I. grandicollis, I. pini, Orthotomicus caelatus (Eichhoff) and Pityophthorus spp. Eichhoff

    Reconstruction and Particle Identification for a DIRC System

    We study the reconstruction and particle identification (PID) problem for Ring Imaging devices providing a good knowledge of the direction of the Cerenkov photons, as the DIRC system, on which we specialize. We advocate first the use of the stereographic projection as a tool allowing a suitable representation of the photon data, as it allows to represent the Cerenkov cone always as a circle. We set up an algorithm able to perform reliably a fit of circle arcs of small angular opening, by minimising a true Chi2 expression. The system we develop for PID relies on this algorithm and on a procedure able to remove background photons with a high efficiency. We thus show that, even when the background is large, it is possible to perform an efficient PID by means of a fit algorithm which finally provides all the circle parameters; these are connected with the charged track direction and its Cerenkov angle. It is shown that background effects can be dealt without spoiling significantly the reconstruction probability distributions.Comment: 67 pages, 23 figure
